Terms of Reference and Membership

Background

Health Trainers are the personalised strand in Choosing Health that offers tailored advice, motivation and practical support to individuals who want help to adopt healthier lifestyles. They will be drawn from ‘hard to reach’ communities and have experience and understanding of what it means to live in, or be part of, that community.

In 2008 ‘Health Inequalities: Progress and next steps’ (DH 2008) made a commitment to roll out Health trainers to every community and extend their reach with an additional network of Health Champions who will operate as an outreach team, facilitating uptake of Health Trainer services and other interventions as appropriate.

The East Midlands Health Trainer partnership is one of 10 national partnerships that work in a ‘hub and spokes’ model with the Department of Health.

These terms of reference set out the nature of the partnership.

Partnership Objectives

  1. To shape the strategic direction of Health Trainer services across the region and oversee allocation of hub funding
  2. To share good practice in the development of Health Trainer services across the region
  3. To coordinate approaches to training, education and role development
  4. On behalf of the DPH’s ensure that Health Trainer Services are developed within the context of the wider public health workforce
  5. To support the introduction of Health Trainers into non-NHS and 3rd party settings
  6. To ensure effective monitoring arrangements are in place and contribute to local, regional and national evaluation
  7. To work closely with the East Midlands Teaching Public Health Network on increasing both the public health educator capacity and the workforce exposure to public health skills/awareness across the East Midlands
  8. To plan for the sustainability of the regional partnerships and approach to Health Trainer Service development

Servicing

Agendas will be developed and notes taken and distributed by the Hub Secretary.

Resources

Department of Health funding, allocation of resources to be agreed by the Core members of the East Midlands Hub.

To deliver the work of the Hub a number of core sub groups will exist:

Each group will report to the Hub and have its own TOR and membership.

The core members will be responsible for supporting the delivery of the Hub Partnership objectives, reporting arrangements and agreeing the allocation of resources.

Member Responsibilities

  1. To attend meetings, or to send a suitable deputy with decision making powers in place
  2. To contribute to the Partnership objectives of the hub and support the strategic direction of Health Trainer service development
  3. To identify links with national policy or other initiatives which impact on the Health Trainer service – i.e. NHS Life Check
  4. To keep relevant individuals within employing organisations fully appraised of Health Trainer service development
  5. Take all appropriate opportunities to promote and share information about Health Trainer development
  6. Vote and advise appropriate use and allocation of resources
